The 45-day public review period for Standard 100-2006R closed on June 18, 2012. There are 139 comments from 18 commenters; 19 of those comments are Supportive.
We will be addressing the comments in subcommittee and main committee meeting in San Antonio. Meeting info can be found here.

Meeting to Review Comments
SPC 100 met in Atlanta at ASHRAE headquarters today to begin the process of reviewing comments from the APR review. A total of 197 comments were received, with most being detail oriented rather than larger, philosophical issues.
The committee took up two questions that came up frequently in the comments:
- Should the standard include Residential buildings, and if so, should they be treated in a separate section or sections?
- Should the bulk of the O&M section (Section 6) be moved to an Annex
On the first question, we decided to break out Residential buildings into a distinct section of the document. This should make it easier to use and easier to review for those who focus on the residential market.
On question 2., the committee decided to move much of Section 6 (6.2 and onward) into a normative annex. Since it is normative, it is still required for compliance, but the text in the main body of the standard will be shorter, and more clear. Our intent is to make the main body of the text reflect the primary goals of the standard and not to over-emphasize O&M. The committee has consensus that strong O&M practices are essential to energy efficient operation of buildings.

There has been a lot of discussion of late regarding a unified definition for floor are to be used to calculate EUI. Here is a compilation of the info that I have on the subject to date.

Current definition in the standard is from Std-105-2007a:
gross floor area: the sum of the floor areas within the building, including basements, mezzanine and intermediate-floored tiers, and penthouses with headroom height of 7.5 ft (2.28 m) or greater. It is measured from the exterior faces of exterior walls or from the centerline of walls separating buildings but excludes covered walkways, open roofed-over areas, porches and similar spaces, pipe trenches, exterior terraces or steps, chimneys, roof overhangs, and similar features.

Based on a revised plan to include an Advisory Public Review (APR) comment period, our new schedule is (roughly):
- Send Standard 100 out for APR in December or January
- Revise Standard 100 using comments from APR
- Vote for Standard 100 Public Review Draft in June (just prior to Montreal)
- Possible Spring Interim meeting – TBD – Portland?

Work continues on refining the compliance path and outlining specific sections of the new standard. Current efforts are focused on tasks assigned to individual subcommittees organized by section.
- Section 5 Energy Survey and Target – Alexander Zhivov

- Section 7 Audits – Jim Kelsey
- Section 8 Implementation and Verification – Dennis Landsberg
- Section 9 Alternate Prescriptive Path
Each section should be working towards:
- A process flowchart that organizes the approach within the section.
- An outline for the section.
Subcommittee chairs should plan on two meetings between now and the Orlando meeting.
Michele has circulated a draft outline for the standard which can be found here and in the resources list. Comments on the outline are due by Wed., July 22. She has requested a teleconference for July 28 at 10 am PDT, 11 am MDT, noon CDT, 1 pm EDT for 1.5 hours.
We are targeting an interim meeting for August 26-27 at Honeywell in Minneapolis MN.
